About
The People’s Public Security University of China (PPSUC), a police university under the direct administration of the Ministry of Public Security of the People’s Republic of China, operates in an integrated manner with the Senior Police Officer Academy of the Ministry of Public Security of the People’s Republic of China. The University is the first institution in China to offer undergraduate, postgraduate and doctoral degree programs in police education, and the only police university included in the country’s Double First-Class Initiative.

Mission
The mission of the People’s Public Security University of China is to cultivate police talents for the country, the Communist Party of China and police agencies.

History
The University was founded in 1948, originally under the name “Training Program for Security Guard in North China”. Since then, Chinese leaders have attached great importance to the development of the University. Mao Zedong met with the University’s students on many occasions; Deng Xiaoping inscribed the University’s name in his own handwriting; Jiang Zemin wrote an inscription for the University; Hu Jintao visited the University for a drill of National Police General Training. On September 28, 2023, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, replied to a letter from the University’s students who are children of martyrs. On September 7, 2023, Wang Xiaohong, Member of the CPC Central Committee Secretariat of the Communist Party of China, State Councilor, and general secretary of the CPC Committee of the Ministry of Public Security made it clear in his visit to the University that the University needs be a leader among police universities in China and in the high-quality development of police university. Wang Xiaohong, also Minister of the Ministry of Public Security of the People’s Republic of China, stressed that with the Double First-Class Initiative as the driving force, the University should accelerate its development of building into a world-class Chinese police university.

Education
Public Security Studies, Public Security Technology, Law, and National Security Studies were officially approved as first-level disciplines authorized to offer 13 doctoral degree programs and 17 academic master degree programs and 4 professional master degree programs. There are 3 post-doctoral research programs (Public Security Studies, Public Security Technology, and Law). There are 18 undergraduate programs, including 17 public security-related majors and 1 non-public security major. The 17 public security-related undergraduate programs are: Public Order, Criminal Investigation, Public Security Intelligence, Criminology, Public Security Management, International Policing, Forensic science, Traffic Management Engineering, Security and Protection Engineering, Cyber Security and Law Enforcement (all of which are included in the list of China’s first-class undergraduate programs), Political Security and Protection, Police Command and Tactics, Public Security Political Work, Immigration Management, Counter-Terrorism Policing, Public Security Audiovisual Technology, and Big-data Policing. The non-public security major is Law, which is also included in the list of China’s first-class undergraduate programs.
Training
The University offers various training programs to more than 10000 students from police agencies, military guard units, disciplined services in Hong Kong and Macao, and foreign police and law enforcement services.
Facilities and Research
Facilities
The University is well-equipped with facilities for teaching, scientific research and training, including a police tactical training hall, a police tactical training block, a comprehensive police physical training hall, and an senior police training center, as well as a number of first-class domestic police training facilities for live-fire shooting, scenario simulation, swimming and rescue, special service driving, trace inspection, trace evidence analysis, police tactics and command, criminal investigation, psychological testing, security technology, and traffic management and control.
Research
The University has 2 co-built national-level scientific and technological innovation bases, 13 provincial and ministerial scientific and technological innovation centers or think tanks, and more than 40 non-entity research institutions. In the past five years, the University has completed more than 10 national-level major scientific research projects and key research tasks entrusted by the Ministry of Public Security. It has undertaken more than 90 national-level, and over 200 provincial and ministerial-level scientific research projects, and won 18 scientific research awards at or above the provincial and ministerial level. Among them, the Capital Social Security Research Base has been listed as top 100 university think tanks in China. The University sponsors journals such as Journal of the People’s Public Security University of China, Public Security Studies, and Public Security Education. Among them, Journal of the People’s Public Security University of China (Social Science Edition) has been selected as a source journal of CSSCI (2025-2026), and Public Security Studies as an extended source journal of CSSCI.
Honors
The University has been approved to build 4 national experimental teaching demonstration centers and talent education and training bases, and 3 virtual teaching and research office pilot programs of the Ministry of Education. The “Innovation and Intelligence Introduction Base for Cybercrime and Global Governance” was selected into “Higher Education Discipline Innovation and Intelligence Introduction Program” (“111 Program”) of the Ministry of Education and the Ministry of Science and Technology. 3 professors were selected into the national major talent programs, 3 professors enjoying the special government allowances of the State Council, 5 professors enjoying the ministerial allowances of the Ministry of Public Security, more than 20 professors awarded as provincial and ministerial-level famous teachers, and 4 professors supported by the New Century Excellent Talents Support Program of the Ministry of Education. The teaching team of criminal investigation and criminal technology is among the first batch of national excellent teaching teams, and the teaching team of social security risk prevention and control teach is among the third batch of “National University Huang Danian-style Teacher Teams”.
Partnerships
The University builds partnership with police institutions and services at home and abroad. Domestically, the University has established partnership with more than 50 provincial and municipal police agencies, more than 10 “Double First-Class Initiative” universities, police and judicial colleges, 5 public security research institutions under the direction of the Ministry of Public Security, and more than 30 leading enterprises in the industry. Internationally, the University has also established close partnership with police education and training institutions in more than 60 countries and regions. Since 2009, it has been holding the “International Policing Forum” annually. In 2018, it jointly established the “International Police Education Cooperation Forum” with 30 police academies from 22 BRI partner countries, and serves as the first chair unit and permanent secretariat of the forum. It continues to host the Sub-Forum for Global Police Academy Presidents in the framework of the Global Public Security Cooperation Forum (Lianyungang).
Looking forward
On the new journey, guided by the spirit of General Secretary Xi Jinping’s reply to the children of martyrs studying at PPSUC, and the expectations of the Party Committee of the Ministry of Public Security for the University, the University will unite all its faculty, students and staff to build a world-class Chinese police university, and make significant contributions to building a leading country in education and modernization of policing work in China.
