International Law Enforcement Competency Program

To further deepen talent development and cooperation within the global public security sector, by strengthening exchanges and collaboration among international police academies, we shall jointly cultivate a cohort of future outstanding professionals in public security who possess an international outlook, high professional competence, and strong innovative capabilities, the People's Public Security University of China, at the Police Education Cooperation Sub-Forum of the 2023 Global Public Security Conference, and relevant police academies worldwide jointly advocated for the establishment of the ‘Joint Training Programmes for Law Enforcement Competency (LEC) initiative. To date, seven institutions—including the People's Public Security University of China, the Police Academy of the Ministry of Internal Affairs of Uzbekistan, the Vietnam People's Police Academy, the University of the Ministry of Internal Affairs of Mongolia, the Federal Police University of Ethiopia, the Korea National Police University, and the Naif Arab University for Security Sciences—have participated in student exchange programmes under this initiative.

Through this programme, the People's Public Security University of China offers partner institutions two types of study opportunities: short-term visiting scholar exchanges and long-term credit transfer programmes.

Firstly, short-term exchange programmes are established to enable outstanding students from each institution to undertake one to two weeks at partner universities. These placements will facilitate learning from the host country's policing practices and enhance cultural exchange. The China People's Public Security University will allocate between 20 and 50 student quota annually to each partner institution. Partner institutions shall reciprocate by accepting an equivalent number of students from the People's Public Security University of China for study at their respective institutions.

Secondly, exchange programmes lasting for one semester are created to allow outstanding students be exchanged to study advanced law enforcement courses for one semester (four months) at the partner institution. Those who pass the course shall receive corresponding academic credits and a programme certificate. The People's Public Security University of China shall provide 15 exchange student quota annually to partner institutions. The sending institution shall reciprocate by accepting students from the People's Public Security University of China to study at its own institution.
