On October 27, 2025, People’s Public Security University of China (PPSUC) convened the 11th study (expanded) session of the University Party Committee Theoretical Study Center Group. The session thoroughly conveyed and studied the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, closely integrated with the actual conditions of the university with the research and deployment of the implementation measures. The meeting underscores the imperative to deeply study and comprehend the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, profoundly grasp the decisive significance of the “Two Establishments” (the establishment of Xi's core position on the CPC Central Committee and in the Party as a whole and the establishment of the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era), effectively enhance the "Four Consciousnesses" (maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment), strengthen the "Four Confidences" (confidence in the path, theory, system, and culture of socialism with Chinese characteristics), and achieve the "Two Upholds" (uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the party as a whole, and uphold the Party Central Committee's authority and its centralized, unified leadership). Under the strong leadership of the Ministry Party Committee, with a higher political stance, greater propulsion intensity, and more practical work measures, the university aims to build a new framework of high-quality development during the “15th Five-Year Plan” period. This commitment aims to contribute PPSUC’s wisdom and strength to the ongoing creation of the two remarkable achievements—rapid economic growth and long-term social stability—and to pioneer a new chapter in China's modernization drive. The University Party Committee Secretary Zeng Haiyan chaired the meeting and delivered remarks with all members of the Theoretical Study Center Group in attendance.
The meeting recognized that the Fourth Plenary Session of the 20th CPC Central Committee was a pivotal conference held on the new journey toward the second centenary goal. It holds profound significance in further rallying the mighty force of the entire Party and people of all ethnic groups across the nation to strive in unity for the great cause of building a strong country and national rejuvenation through the modernization with Chinese characteristics. The important speech by General Secretary Xi Jinping and the “Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development” reviewed and approved at the plenary session profoundly grasp the historical positioning of the Party and the country’s development, providing fundamental answers to a series of directional and essential questions regarding how to ensure decisive progress in achieving socialist modernization during the 15th Five-Year Plan period. The document serves as a comprehensive mobilization and strategic deployment for building Chinese-style modernization by capitalizing on momentum and continuing efforts, charting the course and path for China’s development over the next five years. The Party Committee of the Ministry promptly convened relevant meetings, setting clear requirements for Party member leaders of affiliated units to thoroughly study and deeply understand the important speeches of General Secretary Xi Jinping and the spirit of the plenary session. The entire university is urged to earnestly study and execute these requirements.
The meeting emphasized the need to adhere to the guiding principles of the plenary session in the scientific programming of the research and formulation of the university’s “15th Five-Year Plan” development strategy. It highlighted focusing on the Ministry Party Committee’s objectives for the institution: building “Three Highlands” (High land for cultivating Outstanding Talents, Highland for Innovation in Police Science and Technology, and Highland for Supporting Real-world Operations), serving as “Two Vanguards” (Vanguard of Public Security Higher Education Reform and Vanguard of Practical Training for the Public Security Work), and accelerating the construction of a “national leading , world-class” public security institution of higher education. With political construction as the overarching principle, high-quality development as the theme, “Double First-Class” initiative as the driving force, and deepening reforms as the catalyst, the university will implement the “Six Ones Project” and “Six Organizational Development Initiatives” as key measures. This approach ensures the fulfillment of fundamental tasks including moral education and police officer training with loyalty, while capitalizing on this momentum to sustain progress. The goal is to deliver a comprehensive response in advancing public security modernization and leading high-quality development in public security education. In terms of content system, we must stick to the Party's leadership to consolidate the “ballast stone” of the Party building and university governance; serve the overall national security strategy by implementing the comprehensive national security concept; focus on practical combat readiness to advance supply-side reforms in talent cultivation; and drive innovation to modernize the university’s governance system and capabilities. In terms of coordinated planning, we must uphold collaborative governance by continuously refining the planning mechanism characterized by “unified Party committee leadership, departmental coordination, institutional collaboration, and full faculty-student participation.” We should adopt systematic thinking to integrate the 15th Five-Year Plan with the university’s strategic documents including the “Guidelines for High-Quality Education Development” and the “Three-Year Action Plan,” ensuring comprehensive alignment. Through thorough research, we will enhance the scientific rigor, strategic vision, rationality, and operational feasibility of the plans. Furthermore, we will implement phased implementation by strictly persisting in the “task list,” “timetable,” and “road map” for plan development.
The meeting required that thoroughly studying and putting into effect the spirit of the plenary session should be treated as a major political task currently and in the upcoming period, rapidly initiating an upsurge in studying, propagating, and implementing. Comprehensive theoretical education must be prioritized, closely integrating the plenary session's spirit with President Xi Jinping's important discourses on public security and education in the new era, as well as the spirit of the important reply letter to the Children of public security martyrs and heroes studying at our university. Through convening “Three Meetings and One Lesson" (branch committee meetings, party group meetings, party member meetings, and party lectures), themed Party Day activities, specialized training and other forms, the entire university's party-member cadres, all faculty, staff and students should engage in deep learning and comprehensive understanding, ensuring full participation and coverage. Leveraging the university's functional strengths, we will dispatch outstanding experts and teachers to conduct theoretical research, publicity, and interpretation of the plenary session's spirit, actively supporting all police officers’ learning and implementation. We must insist on the principle of integrating knowledge with action, embedding the study of the plenary session's spirit into annual key tasks and next-year work plans to ensure clear direction, goals, actionable measures, and tangible outcomes. The entire university community should be guided to transform the plenary session’s spirit into motivation for duty fulfillment and practical service orientation, further strengthening their ideals of serving the nation through policing, and contributing PPSUC’s strength to comprehensively advancing the modernization of public security work.
The meeting invited Professor Liu Ying, Dean of the School of Marxism, to give a guidance report on studying and implementing the spirit of the plenary session with the participation of the main leaders of all Party organizations of the university-affiliated units.
