On October 26, 2025, the release ceremony of the Report on the Development of Ecological Policing in China and its accompanying academic seminar, hosted by the People's Public Security University of China, were held in Beijing. Leading officials from the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice, and the Ministry of Ecology and Environment attended the conference and delivered speeches.

The Report on the Development of Ecological Policing in China, also known as the Blue Book on Ecological Policing, was jointly compiled by the PPSUC's Team of Ecological Policing Research and 11 geographically representative and functionally distinctive public security front-line units, such as the one from Huzhou in Zhejiang. The report systematically reviews the recent development of ecological policing in China, and comprehensively summarizes the practical experiences accumulated by local departments nationwide in environmental crime investigation, joint ecological environment law enforcement, and collaborative governance. It presents a deep analysis of the new challenges and emerging issues facing ecological policing, and offers theoretical and practical outlooks on future development trends. The report also delves deeply into the innovative local practices in ecological policing, comprehensively showcases the latest achievements in China's ecological policing construction, and dynamically depicts the practical framework of China’s ecological policing. Following the release ceremony, the attending field experts and academic scholars from across the country conducted thorough exchanges and academic discussions on key topics in theory and practice of ecological policing in China, the establishment of an independent knowledge system in public security law, and the role of public security law education in serving new-quality combat capabilities of public security forces.

According to the head of the People's Public Security University of China, this report is the first blue book compiled and published under the "Public Security Blue Books" series crafted by the People's Public Security University of China. Next, the university will conscientiously study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, firmly establishing and practicing the concept “Lucid waters and lush mountains are invaluable assets”. Under the leadership of the Ministry of Public Security Party Committee and the guidance of relevant bureaus, the PPSUC will actively leverage its functional advantages and further strengthen collaboration and coordination with authorities including the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Justice, and the Ministry of Ecology and Environment. The university will also continue to deepen practical cooperation with local public security departments and other police colleges, steadily advancing theoretical innovation, talent cultivation, and practical exploration in ecological policing. The effort is aimed at promoting the above-mentioned "Two Mountains" concept toward a greater practical prospect, and making new and greater contributions to serving the construction of ecological civilization, facilitating the high-quality development of ecological policing, and supporting the modernization of public security work.
