On July 29, the People's Public Security University of China (PPSUC) and INTERPOL jointly signed the Agreement on the People's Public Security University of China Joining the Interpol Global Academy Network, marking the university's official accession to the Interpol Global Academy Network.

This move is a specific measure for PPSUC to implement the Global Security Initiative (GSI) proposed by General Secretary Xi Jinping, a vivid practice in serving the overall situation of international law enforcement and security cooperation, and a practical action in deeply participating in international police education cooperation. This is not only an important milestone in the development history of PPSUC, but also a powerful demonstration of China's active participation in international law enforcement and security cooperation and its practice of the GSI.

The long-term and comprehensive cooperaton between PPSUC and INTERPOL
As a pacesetter in the high-quality development of China's public security colleges and universities as well as public security higher education, PPSUC has always adhered to a domestic-oriented approach while maintaining a global perspective. While solidly carrying out the training of outstanding domestic policing talents, it proactively serves the overall situation of international law enforcement and security cooperation and actively engages in the practice of global public security governance.To respond to the talent strategy of INTERPOL, the University, relying on its training base for foreign-related legal talents, has developed characteristic courses on INTERPOL and police liaison. It focuses on cultivating interdisciplinary policing talents with an international vision, proficiency in cross-border law enforcement collaboration, and a good command of the operating rules of international organizations, laying a solid foundation for providing outstanding policing talents to international organizations including INTERPOL.Teachers and students of the University have participated in various meetings and seminars under the framework of INTERPOL on many occasions, such as the INTERPOL Conclusion Meeting for First Light Operations 2024, the Promotion Meeting for the Development of Intellectual Property Law Enforcement and Crime Courses, the 23rd INTERPOL Police Training Seminar, and the 86th INTERPOL General Assembly. Through these events, they have deeply learned and absorbed advanced experience and practical wisdom in global policing governance.
In recent years, senior officials of INTERPOL have visited PPSUC on multiple occasions to deliver special speeches, host professional lectures, and attend the Police College Presidents' Forum, among other activities. Additionally, INTERPOL President Jürgen Stock paid a special visit to our university in June 2025 and attended the graduation ceremony for the class of 2025. Meanwhile, practicing experts from INTERPOL have also come to the university many times to give lectures and conduct exchanges, sharing cutting-edge concepts and practical experience.

Standing at a new historical starting point, PPSUC has clearly formulated its cooperation vision: relying on the high-quality platform of the INTERPOL Global Academy Network, PPSUC will launch efforts in aspects such as law enforcement talent cultivation, policing discipline research cooperation, and undertaking professional training, conduct in-depth exchanges with top international police academies, continuously produce academic achievements with international influence, and build effective thematic training programs.
I. Deepen the Development of Professional Capabilities
By fully leveraging its distinctive features and resource advantages in law enforcement education and training, PPSUC will focus on addressing emerging global criminal challenges such as economic crime combat, anti-corruption, and online gambling. It will proactively design and undertake professional training programs under the framework of INTERPOL, committed to sharing China’s experience and helping enhance global law enforcement capabilities.
II. Expand Two-Way Talent Exchanges
PPSUC will invite senior experts from INTERPOL to give lectures, provide guidance, and participate in the University’s academic exchange activities. We will encourage outstanding teachers and students to participate hands-on traning exchange, and professional visits at INTERPOL’s Headquarters in Lyon, France, and its Global Complex for Innovation in Singapore. Additionally, we will create more opportunities for our teachers to participate in important meetings and professional seminars organized by INTERPOL.
III. Establish a Long-Term Connection Mechanism
Establish stable and efficient communication channels with operational departments such as the Capacity Building and Training Directorate of INTERPOL. This will lay a solid foundation for in-depth cooperation between the two sides in areas including talent cultivation, professional research, and project implementation, ensure the sustainability and efficiency of cooperation, and jointly address future security challenges.
On the Occasion of PPSUC Joining INTERPOL Global Academy Network, INTERPOL Secretary General Valdecy Urquiza led a delegation to visit our university on July 30th. The two sides conducted in-depth discussions on issues such as giving full play to the role of PPSUC as a member of the Global Academy Network, and strengthening cooperation in law enforcement capacity building under the framework of INTERPOL.

During the visit, the INTERPOL delegation toured the education, training, scientific research facilities at the Tuanhe Campus, observed the teaching simulation in the police tactics and skills classes, and highly appraised PPSUC’s educational achievements.

INTERPOL Global Academy Network
Officially launched in 2019, INTERPOL Global Academy Network is led by INTERPOL's Capacity Building and Training Directorate. Its purpose is to promote cooperation among law enforcement training institutions worldwide, facilitate academic exchanges, share practical experience, strengthen INTERPOL's overall strategy regarding global law enforcement training, and lead the development of global law enforcement training standards. Currently, the Network has 18 member entities, consisting of educational and training institutions in the field of public security (such as police universities/colleges of relevant countries) and education and training departments under national police headquarters.
