Our University Hosts International Police Education Cooperation Sub-Forum at Global Public Security Cooperation Forum (Lianyungang) 2024

On September 8, during the 2024 Global Public Security Cooperation Forum (Lianyungang), our university held a sub-forum on international police education cooperation themed "Police Talent Cultivation and International Cooperation in the Digital Era" in Lianyungang, Jiangsu Province. Approximately 120 participants attended the forum, including senior law enforcement officials, heads of police academies, and policing experts from 19 countries and regions. Wang Wenchao, Deputy Director of the Cyber Security Bureau of the Ministry of Public Security, and Zhao Runlin, Deputy Secretary-General of the China Friendship and Peace Development Foundation, were invited to attend and deliver speeches. Thematic reports were presented by 7 heads of police academies from overseas, 3 heads of public security academies from mainland China, and 3 senior law enforcement officials from foreign countries. Zeng Haiyan, Secretary of the University Party Committee, and Liu Yupeng, Deputy Secretary of the University Party Committee, attended the forum. The event was presided over by Liu Donghua, University Party Committee Member and Vice President.

During the forum, Zeng Haiyan, Secretary of the University Party Committee, extended a warm welcome to all the distinguished guests. She pointed out that the Third Plenary Session of the 20th Central Committee of the Communist Party of China set forth important goals and tasks for advancing the modernization of China's governance system and governance capacity. This forum, focusing on police talent cultivation and law enforcement capacity building cooperation in the digital era, represents a concrete measure by the university to implement the spirit of the plenary session. She expressed that the university will work hand in hand with police academies worldwide to actively promote the prosperity and development of global police education.

In his opening speech, Deputy Secretary Liu Yupeng pointed out that in the digital era, cybersecurity threats are becoming increasingly severe and intelligent criminal methods are emerging one after another. He emphasized that it is imperative to cultivate outstanding talents who can meet the future demands of policing and to promote law enforcement security cooperation through police education collaboration.

In their thematic reports, heads of police academies from both China and overseas highlighted that the security challenges brought about by the transformations of the digital era are global in nature. They emphasized that combating transnational crime and cybercrime, in particular, requires multilateral participation and multi-stakeholder support, leveraging the principal roles of police agencies, educational institutions, and research organizations across nations.

The forum issued the "Action Initiative on Global Future Excellence Talent Cultivation Plan in the Field of Public Security (2025-2026)" (referred to as the "Initiative"), which received positive responses from participating institutions both domestically and internationally. Following the forum, overseas participating institutions and our university extensively exchanged views on the implementation of the Initiative, held thorough discussions regarding the execution of the 2025 faculty and student exchange program, and reached multiple consensus agreements. The university also invited President Al-Banyan of Saudi Arabia's Naif Arab University for Security Sciences and President Mesfin of the Ethiopian Police University to lead delegations for exchange visits, during which they delivered thematic speeches to our faculty and students.
