Lianyungang, September 16, 2025. The Sub-Forum on International Police Education Cooperation of the 2025 Global Public Security Cooperation Forum (Lianyungang) was successfully held today in Lianyungang City, Jiangsu Province. The event brought together 120 senior law enforcement officials, heads of police academies, and policing experts from INTERPOL and 26 countries and regions, alongside representatives from 21 domestic police colleges, to discuss cooperation and development.
Hosted by the People's Public Security University of China (PPSUC), the sub-forum was convened under the theme "Global Police Education Cooperation: Technology · Standards · Talent."
During the forum, the "Three Ones" Action Plan for International Police Education Cooperation was released. The plan calls on global police academies to adhere to three core principles – "Partnership Co-construction, Demand Alignment, and Outcome Sharing" – to deepen cooperation in law enforcement capacity building. It received positive responses from the participating domestic and international institutions.
Scheduled for implementation from 2025 to 2026, the Action Plan outlines three key initiatives:
1. Publish the "World Police Education Annual Report (2025-2026)" to systematically review global trends and challenges in police education.
2. Develop 10 cutting-edge professional courses focusing on areas such as smart policing and transnational crime governance.
3. Facilitate short-term study visits and exchanges for 100 individuals, creating immersive learning platforms for faculty and students from police colleges worldwide.
A responsible official from PPSUC stated that, as a member of the INTERPOL Global Academy Network, the university will leverage the success of this sub-forum and the launch and implementation of the Action Plan to fully play its bridging role. The aim is to promote resource integration between network members and forum partners, injecting new momentum into the global public security governance system.
