The School of Public Security Management traces its origins to the Department of Public Security Management in September 1984. Over the years, it incorporated Department of Police Political Work, Department of Management Science from the Academy of Management Cadres of the Ministry of Public Security, and Department of Politics, before being formally established under its current name in 2013.
As of 2025, the School’s flagship program, Police Administration, has developed into one of the 4 sub-disciplines under the broader field of Public Security Science. At the undergraduate level, the School offers programs in Police Administration and Police Political Work. It provides full-time master’s and doctoral programs in Police Administration, along with professional master’s degrees including an MPA and a policing master’s with a focus on Police Political Work. A postdoctoral program in Police Administration is also offered. To date, the School has educated and supplied over 4,000 highly capable, interdisciplinary, and application-oriented senior management professionals to the public security and judicial sectors, establishing itself as a leading incubator of elite talent in this field.
Currently, the School consists of 4 teaching and research sections: Police Administration, Police Policy, Police Logistics, and Police Political Work. Administrative and teaching management are operated by 3 offices: the General Office, the Student Affairs Office, and the MPA Education Center. The School also hosts 5 research centers: the Research Center for the Modernization of Public Security Work, the Research Center for Police Political Work, the Research Center for Police Public Relations, the Research Center for Police Reform and Development, and the Research Center for Public Security Integrity.
The school has established 5 teaching and research teams focusing on: modernization of public security work, student development in police academies, police occupational safety and rights protection, police logistics theory and practice, and media response training. It has developed a comprehensive talent development system centered on the applied competencies in public security management and police political work. This system is built on an interdisciplinary knowledge framework integrating public administration law, prioritizes educational quality, leverages national-level specialty programs and high-quality courses, and is supported by an excellent teaching team.
The school, leveraging the development of the first-class public security disciplines, focuses on the development of the sub-discipline of Police Administration. It maintains a strong focus on cutting-edge issues in police administration theory and practice, and is committed to building a high-quality research team renowned nationally and within the field. It has completed and continues to undertake multiple national and provincial-level research projects.
The school has established partnerships with a number of police agencies, including the Beijing Public Security Department, the Tianjin Public Security Department, the Ningbo Public Security Bureau in Zhejiang Province, the Wuxi Public Security Bureau in Jiangsu Province, and the Shenzhen Public Security Bureau. It has set up various teaching, practice, and internship bases for students, while also provided strong support for several departments within the Ministry of Public Security, offering decision-making consultation and theoretical support for related public security work.
