School of Public Order and Safety

The School of Public Order and Safety is one of the oldest academic units of the People’s Public Security University of China (PPSUC). It is mainly responsible for advancing the sub-discipline of Public Safety and Order studies under the first-level discipline of Public Security studies, as well as for developing related academic programs.

The School originated from Department of Public Order Administration and Department of Security, both established in 1984. In 1985, the departments began admitting undergraduate students within the Public Order program and the Security program. In 1986, the two departments merged into Department of Public Security and Order, which was renamed Department of Public Order and Safety in 1993. The two programs were subsequently renamed Public Order Management and Security Protection, and in 1998, they were consolidated into Public Order and Safety Studies program. The Public Order and Safety Studies program was recognized as a National Featured Program in 2007, as a Beijing Municipal Specialty Program in 2008, and selected for the first batch of National First-Class Undergraduate Program Development Sites in 2019.

The School started enrolling Master’s students in 1999, introduced a Master of Policing program in 2011, and launched doctoral studies in 2012. In 2013, the Department was renamed School of Public Order and Safety, and a Postdoctoral Research Station was established in 2014.

The School is the pioneer in its field: it was the first among public security academies nationwide to offer an undergraduate program in Public Order and Safety Studies, the first to admit master’s students, and remains the only one to offer doctoral training and host a postdoctoral research station in this subject.

The School comprises 5 teaching and research sections: Fundamental Public Order and Safety Studies, Public Order Administration, Security Management, Public Order Emergency Policing, and Smart Policing. It also maintains an Administrative Office and a Student Affairs Office. The School currently has over 50 faculty and staff members, including 7 doctoral supervisors and 31 master’s supervisors.

The School oversees 2 provincial- and ministerial-level research platforms: the Center for Capital Social Safety (a key research base of Philosophy and Social Sciences in Beijing) and the Capital Safety Governance Innovation Center (an innovation center for Philosophy and Social Sciences in Beijing's Universities). In addition, it operates 4 university-level research institutions: the Urban Security Research Center, the Emergency Policing Research Center, the Security Guard Research Center, and the Low-Altitude Security Research Center.
