The School of Information Network Security originated as the third Department of the International Political College (1978-1984). It evolved through various stages: the third department of the People’s Police Officer University (1984-1995), the Department of Police Science and Technology (1995-2003, following the merger of the People’s Police Officer University with the People’s Public Security University of China in 1998), the Department of Information Security Engineering (2003-2013), the Department of Security & Protection (2006-2013), the School of Police Information Engineering (2013-2016), and the School of Network Security Protection (2013-2016). Approved by the Political Department of the Ministry of Public Security, the School of Police Information Engineering and the School of Network Security Protection merged in September 2016 to form the School of Information Technology and Network Security. It was renamed the School of Police Information Engineering and Network Security in May 2019, and subsequently adopted its current name, the School of Information and Network Security, in June 2020.
The School includes the Administration Office (the CPC Committee Office), the Student Affairs Office, and eight teaching and research sections, including Mathematics and Physics. It has a faculty and staff of over 90 members.
From the perspective of the undergraduate education, building upon the initial foundations in radio technology and computer application technology, the School now offers four undergraduate programs: Cyber Security and Law Enforcement, Security & Protection Engineering, Public Security Audio-Visual Technology, and Data Policing Technology. Among these, Cyber Security and Law Enforcement and Security & Protection Engineering are recognized as National-Level First-Class Undergraduate Program Construction Sites. Public Security Audio-Visual Technology is a Beijing Municipal First-Class Undergraduate Program Construction Site. The School also offers two Micro-programs: “Electronic Evidence” and “Artificial Intelligence”. To cultivate top-notch talent, the School established the “Cyber Security and Law Enforcement” Experimental Class for Top-Notch Talents in 2020. In 2025, with the support of the Ministry of Public Security, it launched the “Artificial Intelligence” Experimental Class to cultivate elite talent in policing AI. The School currently has nearly 3,000 undergraduate students.
In terms of the postgraduate education, commencing enrollments in 2012, the School now offers doctoral programs in two secondary disciplines: Cyberspace Security Law Enforcement Technology and Security & Protection Engineering. It also offers a professional master’s degree program in Electronic Information.
Aligning with major national strategies and the practical needs of police work, the School has built first-class platforms for scientific research and innovation. These include the Ministry of Public Security Key Laboratory of Security & Protection Technology and Risk Assessment and the 111 Intelligence Base. The School has undertaken more than 200 research projects, including nearly 30 at the national level and over 90 at the provincial/ministerial level, with total approved research funding exceeding 160 million RMB. These projects include several national major initiatives and National Natural Science Foundation of China projects. The School's achievements have been recognized with one First-Class National Science and Technology Progress Award, one Second-Class National Science and Technology Progress Award, two First-Class Ministry of Public Security Science and Technology Awards, and three Third-Class Ministry of Public Security Science and Technology Awards. Research outcomes have been applied in the operational work of public security organs at various levels and for major missions such as the security operations for the Beijing Winter Olympics.
In the new era, the School focuses on the national strategies of Rejuvenating China through Science and Education and Strengthening the Police through Science and Technology. It is addressing the opportunities and challenges presented by the intelligent society for policing development, enhancing its capabilities to serve high-quality development in the intelligent economy, continuously optimizing its program offerings, improving talent cultivation models, and strengthening organized research. The School is committed to cultivating more high-quality police science and technology talent that meets future requirements, contributing to the construction of a “nationally leading, world-class” institution of higher education for public security.
